A new trend in public procurement is cooperative purchasing. Also known as piggy-backing, this type of purchasing allows you to use contracts that have already been bid and awarded by other agencies: you don’t have to start the process from scratch. This gives you the advantages of volume purchasing, reduces administrative costs, secures quick and efficient delivery of goods and services, and connects you with pre-qualified, high-quality vendors.

Procurement requirements can vary a great deal. Your organization may be subject to rules and laws at the federal, state, local, and organizational levels. Most entities with legislated purchasing/bidding requirements can participate in the TIPS program.
